VORA records what people are already doing separately from skills, capability, aspiration and technical opportunity. A livelihood idea only moves forward after local conditions, accessibility, markets, programme rules and technical evidence are checked.

Older Persons means age 60+ as the general VORA/Government-facing population definition. Eligibility for SAGE, SEGOP or another programme is a separate evidence state and must be checked against current official rules.
