Uganda at a glance
Two population lenses—kept distinct, analysed together
Figures are never added simply because both populations matter. Each statistic retains its own denominator, age threshold and disability definition.
PWD lens
Functional-difficulty evidence follows the UBOS source definition. Domains can overlap and must not be summed into fabricated totals.
Older Persons lens
Age 60+ is the general Government-facing population definition. Programme eligibility remains separate.
Intersection intelligence
One person can belong to both lenses
Intersection evidence prevents double counting while revealing where disability, ageing, service access and economic participation overlap.

What VORA must answer locally
Intersection is useful only when it changes a decision.
- Where are Older Persons with disabilities actually located?
- What are they already doing economically or socially?
- Which barriers come from disability, age, environment or programme design?
- Which local resources, technologies or services already exist?
- What verified intervention could improve income, independence or participation?
Government programmes & accountability
Budget is context. Outcome is evidence.
VORA keeps approved budget, release, receipt, utilisation and outcome as different states so Government and partners can see exactly where evidence is strong—and where follow-up is still required.
Approved budget ≠ release ≠ individual payment ≠ outcome.
Programme financing is tracked separately from group receipt and livelihood outcome.
Enterprise funding still requires eligibility, appraisal, delivery and utilisation evidence.

Economic empowerment starts with evidence, not a pre-selected activity
VORA’s economic catalogue is intentionally broad. A livelihood becomes actionable only after capability, aspiration, accessibility, local resources, climate, markets and technical fit are verified.
