In plain language

What this programme is for

NCDAP is a phased national programme designed to provide comprehensive and integrated support for children with disabilities and their families.

Comprehensive and integrated support pathway for children with disabilities and their families, being implemented in phases.

Possible support

What the programme may provide

  • Early identification, screening and assessment
  • Community-based and advanced rehabilitation, assistive technology and healthcare referrals
  • Education, nutrition, social-care and social-protection support pathways, including income support where programme rules apply

Who it may serve

Relevance & eligibility context

Children with disabilities and their families reached through the programme’s phased implementation and assessment arrangements.

Important: The responsible Ministry determines programme assessment, enrolment and benefit rules; VORA must not infer eligibility from disability status alone.

How to approach the route

A programme should show you the next steps, not leave you with only a name.

4-step route
01

Confirm whether NCDAP implementation is active in the relevant area and identify the authorised entry point.

02

Use the official screening / assessment and referral pathway for the child.

03

Follow rehabilitation, assistive technology, health, education or social-protection referrals as appropriate.

04

Keep assessment, enrolment, service delivery and any income support as separate stages.

Before you act

What still needs checking

NCDAP is being implemented in phases. VORA should not imply that every component is already available in every district.

Coverage / implementation: Phased implementation under MGLSD with national, regional and district-level disability expertise.

Responsible route

Where to start

Use the official MGLSD NCDAP route as implementation and registration arrangements are published; VORA can support navigation and referral without enrolling a child itself.

Government system / workflow: MGLSD NCDAP official systems

VORA's role

Explain the route. Connect the person. Record the follow-up.

VORA can identify support needs, route families and follow referrals; MGLSD and authorised programme systems remain the authority for assessment, enrolment, payments and programme records.
